Four exceptional workforce housing developments were selected from a large field of high-quality submissions for the 2009 Jack Kemp Workforce Housing Models of Excellence Awards program. Members of the ULI Terwilliger National Advisory Board served as the jurors for this year’s competition.

The four exemplary developments were judged based on affordability, proximity to centers of employment and transportation hubs, involvement of public and private partnerships, innovative building technologies, and systems that reduce cost and/or improve quality. The number of affordable workforce units provided,and the extent to which they reach a range of households earning between 60 and 120 percent of area median income, were also evaluated.
